Yes can bring a cigar cutter in either your checked luggage or your carry-on…there are NO restrictions against them. See site below to see that it says specifically that you can have a cigar cutter in carry-on or checked luggage…just scroll down to section under “makeup, medication and personal items.”
you can if its packed in your main luggage and not your hand luggage
if you try to take it on with your hand luggage it will be confiscated by airport security
