I Want To Open A Cigar Lounge In Ny State. Is It Possible To Hold A Liquor License For The Same Location?

I know of shops in CT that have a cigar shop with a bar, does NY state liqour authority allow this?

Can You Smoke The Same Cigar Multiple Occasions?

As in, smoking an inch or two, putting it out, then relighting again, so on so on for a few days? And if not, is there anyway I can preserve the quality of the cigar if I do this? Because smoking an entire one in one sitting is just too much for me.
